He was predeceased by: his father John "Ford" Burgess; his wife Sarah Burgess; and his father-in-law Harold "Boots" Keeling. He is survived by: his mother Patricia "Pat" Burgess of Union, WV; his children, Josh Burgess (Toni) of Burlington, Daniel Cox (Nicole) of Union, WV and Alicia Hershelman (Chris) of Conneautville, PA; his siblings, Bob Burgess (Mickey) of Union, WV and Brenda Gutierrez (Sam) of Las Vegas, Navada; and his mother-in-law Rosa Lee Keeling of Sinks Grove, WV. He is also survived by many grandchildren, nieces, nephews, and cousins.

The family requests that memorial donations be made in honor of Victor to the Groves-Mann Funeral Home P.O. Box 212 Union, WV 24983 to assist in service costs.
