He was predeceased by: his parents, Lowell Otis and Edna Bennett Waugh; his wife Judy Nichols Waugh; his siblings, Walter, David, Marvin "Marney" Waugh and Nancy Harris; and his brother-in-law Michael Petrovich.

He is survived by: his sons, Bill Waugh, Bryan Waugh (Julie) and Brad Waugh; his sisters, Marlene Garrett, Betty Mossor and Marilee Morriston; his grandsons, Brandon (Emily), Ryan and Lucas Waugh; Janice Petrovich. He is also survived by nieces and nephews; and many other family, friends.

In lieu of flowers, the family kindly asks that donations be made to the Arthritis Foundation or American Legion Post 10 in Weirton.
