He was predeceased by: his parents, Hubert "Pete" Sr. Riggs and Wanda Riggs (Johnson); and his brother Randy Riggs. He is survived by: his daughter Jessica Frye (Kyle Davis) of Marietta, OH; and his siblings, Rex Johnson (Charlene) of Colliers, WV, Doug Riggs (Raylene) of Wellsburg, WV and Judy Riggs of Wellsburg, WV.. He is also survived by several nephews, nieces, great nephews and great nieces, along with many friends.
