He is survived by: his wife Margaret "Mickey" Phelan Kandoian; his brother-in-law Philip Phelan (Carol); his nieces and nephews, Patrick Phelan (Rene), Lynne Shaw (Michael) and Drs; and his great-nieces and great-nephews, Kerrigan, Shannon, Meagan Phelan, Kevin, Zachary, Andrew Shaw, Katie, Courtney and Michael Phelan. He is also survived by his nephews, nieces, their spouses, and their children.
