He was predeceased by: his parents, Andrew Wayne and Reba Ball Riggs; and his sisters, Elaine Craycraft, Marsha Riggs and Wilda Milam.
He is survived by: his wife Nancy Lou Norman Riggs; his children, David Riggs (Tamela) and Lora Billups; his grandchildren, Emily Billups, Andrew Riggs, Kathryn Riggs and Jenna Billups; his siblings-in-law, Willie Milam and Margaret Kizzee; and his aunts, Katie McCallister and Mary Ball. He is also survived by numerous nieces, nephews, cousins, and good neighbors.
